The past year has been a challenging and tumultuous one with the enactment of the historic Patient Protection and Affordable Care Act (PPACA).  As the Federal Government and the States strive to interpret,   implement and monitor the far reaching provisions of this Law, Employers and Carriers struggle to determine the best ways to comply with the legislation and the impact on their businesses.

From Federal Court challenges to the issuance of Regulations, the year has been extremely active from both Legal and Legislative perspectives. From Grandfathering to 5500 Reporting, each month has brought with it new ways to look at the Law, with many provisions still open for interpretation.  Examining the law itself and developments over the past year we will review where we’ve been and directions we are headed.

Scott Post is Vice President of Corporate and Association Affairs and serves as lead Health Care Reform Executive at Independence Blue Cross.  In this capacity Scott supports the Senior Team on interpretation of the health care bill and implementation efforts across market segments. Scott also coordinates with IBC’s Strategy Office, Blue Cross and Blue Shield Association (BCBSA) and America’s Health Insurance Plans (AHIP) on future implications for the industry, markets and consumers.

Patrick C. Haynes, Jr., JD

As Crawford Advisor’s Employee Benefits and Executive Compensation Counsel Patrick advises employers and plan sponsors on a variety of health and welfare benefit plan compliance matters including, but not limited to, tax qualification and other IRS Code issues, ERISA. COBRA and HIPAA portability and privacy issues. He lectures frequently and has published numerous articles on health and welfare benefit plan topics. He is a member of the state bars of Pennsylvania, New Jersey, Connecticut and the District of Columbia.
